Former Mayor Helped Preserve Downtown

Santa Cruz - Norman Walters came to Santa Cruz 60 years ago and, by any yardstick, he served his community well.
Walters was elected to the City Council twice with the highest number of votes of any candidate. He was mayor of Santa Cruz in 1965. He was "Man of the Year" and "Father of the Year."
He taught music in Santa Cruz City Schools for 30 years and served on regional commissions for many years.
But most of all, say family and friends, Walters will be remembered for being a gentleman.
He died Sunday in Scotts Valley. He was 93.
"I think he was the ultimate gentleman," says grandson Stuart Walters. "I never saw him get upset at anybody. I don't want to say he was perfect, but in my eyes that's how he was."
Walters' legacy as an educator has been carried on through the generations. Son Ron was a well-respected teacher and baseball coach at Soquel High School, and grandson Stuart teaches physical education at Soquel High School.
Walters was a violinist and helped form the Santa Cruz Symphony, where he played viola for many years. His musical legacy lives on at Santa Cruz High, where he wrote the school's fight song.
Although music was his first love, Walters was a big sports fan, particularly of local teams, says son Ron.
"He gave me trumpet lessons but I think we both realized I was a better athlete than a musician," Stuart said.
He was named Father of the Year in 1955 after his children nominated him in a contest.
Ron wrote: "He has always been my yardstick for achievement. If I'm able to affect and help half the young people he has, I will be satisfied."
"He was a unique person," Stuart says. "They don't make them like Gramps anymore. He had an impact on thousands of people, not just through music, but being a mentor."
"When he first ran for City Council, the night of the election he said, 'This is a mistake. I don't care if I win. I just don't want to come in last,' " remembers Ron. "He won by the biggest majority they had ever had."
Walters succeeded Norm Lezin as mayor in 1965.
"He was a real gentleman and a decent human being," Lezin said. "He was a public-spirited guy, a passionate fellow."
Walters taught for 30 years, retiring in 1971.
He served on the Central Coast Commission, now call the Costal Commission, and the Association of Monterey Bay Area Governments.
In the 1970s, Walters chaired Private Rehabilitarion of Downtown, which sought to revitilize the central core of the city. He also served on the committee athat created the Pacific Garden Mall.
After he moved to Oak Villa in Scotts Vally, he continued to play music, putting together concerts for the residents there, said friend Sylvester McElroy.
